Timnath eyes capital improvements

Timnath soon will consider undertaking as much as $50 million in capital
improvements during the next five years.
Among the big-ticket items detailed in a preliminary estimate prepared
for town trustees are:
- $18 million to nearly $23 million for drainage improvements related to
the Boxelder Creek overflow. Another $1 million would go toward old town
drainage improvements.
- More than $11 million in road improvements, including $4.9 million for
widening County Road 5 north to Prospect Road and an equal amount for widening
Harmony Road from Interstate 25 to County Road 1 (County Line Road).
- $4.4 million for replacing the Harmony Road bridge over the Poudre River.
- $2.75 million for sewer improvements with almost $1.7 million of that
for installing sewers in old town.
- $1.35 million for building a 40- to 50-acre community park and $210,000
for developing a park and other public uses at Timnath Reservoir.
- $5.5 million for replacing the town hall; another option is expanding
the current one at a cost of $290,000.
Town trustees at their Feb. 9 work session will further refine and prioritize
the figures developed by town engineer Becky Davidson.
"Obviously this is a rough draft," said trustee Tim Gaines. "We're just
starting the process."
Although certainly substantial, Gaines said, the costs were no shock and
were in fact less than earlier estimates. The total, he said, also does
not take into account the quarter of the cost he estimated would be borne
by developers.
"They're actually pretty reasonable numbers," concurred Mayor Donna Benson.
The only surprise, she said, was with the Boxelder overflow project, which
revised figures show to be almost double the original estimate.
Benson said the town certainly would have to issue bonds to finance the
projects. Gaines said the trustees also will look at phasing the projects
to spread out costs.
